Registers text under the key made from its English, text.<hash>.
Content fields were keyed <file>.<field> before. When that row was written for this same English, its translation moves to the text key and the row is removed, so nothing a translator wrote is lost and no inert duplicate is left to edit. A row written for other English describes text that no longer exists and is left alone, and so is one translated differently from a translation the text key already has.
