Writes a manifest.json to the given output directory.

Parameters

outputDir

the directory to write manifest.json into

pluginVersion

the version string of the plugin (used for deterministic UUID seeding and metadata)

cacheBustToken

content-derived string used to derive the header.version / modules[0].version triplet. Identical generated contents keep the same version; changed contents bump Bedrock's (uuid, version)-keyed pack cache.
