isRemoteRelayDisabled

Explicitly disables only the distributed Bedrock endpoint registry and relay calls. This is a JVM-level system-test escape hatch so disposable proxy labs can exercise direct backend HTTP without touching the public hoster. Ordinary Java pack hosting is intentionally unaffected.
