Ask the hoster to fetch the given URL from its public network vantage and report back whether the URL is reachable. Used by RSPM backends to verify a self-host candidate URL is actually exposed to the internet before announcing it to the proxy.

The hoster enforces SSRF guards (rejects RFC1918 / loopback / link-local targets) and a per-source-IP rate limit. On rate-limit hit, the result comes back as reachable=false, reason="RATE_LIMITED".
