Verifies and publishes the saved Java mix without waiting for monitored plugins to finish their own initialization.

ResourcePackManager deliberately waits for its soft dependencies before entering normal initialization. On a copied or restarted server that can take minutes even though mixer/, the fingerprint sidecar, and the merged ZIP are already complete. This startup-only path reads those persisted mixer inputs directly. It never stages plugin sources and never suppresses the normal watchdog, so a later source export still triggers the regular stability check and remix.
